Founded on March 23rd, 1826 in Philadelphia, the institution that would become The Glen Mills Schools began as the Philadelphia House of Refuge—an early attempt to keep children out of adult prisons by creating a separate place focused on structure, schooling, and “reform.” Leaders raised public and private funds to build a facility near Fairmount and Ridge Avenues, where youth were housed, educated, and put to work in highly regimented routines meant to build habits and skills. While the stated purpose was care and rehabilitation, the House of Refuge also reflected the era’s belief that poor and delinquent children needed close supervision and strict moral training.

By the late 1800s, the organization sought more space and a more rural setting. In the late 1880s, the boys’ program was established in Thornbury Township; by 1892 the institution had relocated to what is now the Glen Mills campus, which expanded over time into a large property with school buildings, trades training, and extensive athletic facilities. In 1911, the name formally became The Glen Mills Schools, and the campus went on to be widely recognized—especially in the 20th century—for its distinctive, highly structured approach to serving court-involved youth.
